The Lead Entity for
Asheville-Buncombe's 10-Year Plan to End Homelessness is the City of
Asheville.

To ensure progress toward the goal of ending homeless in
Asheville and Buncombe County, a lead entity has been chosen to coordinate
implementation of the plan and be accountable to the community, homeless
service providers, and the local government. Functions of the lead entity are:
- Management of the Homeless Management Information
System
- Identifying and obtaining additional public and
private resources.
- Coordinating service provider agencies and local
governments.
- Acting as a liaison to local government.
- Providing regular progress reports to the
community.
For the past year and a half, the Affordable Housing Coalition of Asheville and Buncombe County
fostered the Homeless Initiative as the Lead Entity. Due to the
success of this project, in October of this year the City of Asheville, in
partnership with Buncombe County, voted to become the lead entity for the
10-Year Plan. Following best practices across the country, this move shows
the continued support for the 10-Year Plan to End Homelessness by local
government.
